Чиновники, разбившиеся на вертолете в горах Алтая, убили священных животных древних шаманов

Погибшие в авиакатастрофе на Горном Алтае чиновники из свиты полпреда президента РФ занимались браконьерством, охотясь на редких животных, занесенных в Красную книгу.
- Комиссия по редким и исчезающим видам при Минприроды России обязана завести административное дело по новым обстоятельствам падения вертолета на Алтае в связи с вскрывшимися фактами браконьерской охоты на краснокнижных животных, - заявил Олег Митволь.
Это можно считать совпадением, но на татуировках мумии шаманской принцессы Кадыр изображены архар и ирбис - это тотемы ее рода. А плато Укок, где нашли могильник, расположено как раз в том районе, где случилась авиакатастрофа...
На снимках, сделанных на месте трагедии, видны туши убитых горных баранов аргали. Этот вид, по свидетельству биологов, является очень редким. Кроме того, эксперты не исключают, что охотники могли использовать их мясо как приманку для снежного барса. Горные бараны и козлы считаются его основной пищей. Аргали занесены в Красную книгу, на Алтае их всего около двухсот. Поэтому лицензии на отстрел не выдаются даже в научных целях.
А на косулю, горного козла и козла сибирского сезон охоты в Республике Алтай был спешно продлен уже после авиакатастрофы - Правительство Республики указ об этом опубликовало 11 января. Получается, что «отмазывали» высокопоставленных браконьеров уже задним числом...

Места, где разбился вертолет, считаются одним из ареалов обитания редчайшего вида диких кошек - снежного барса, или ирбиса. На территории России их водится не больше 150 особей. Охота на них запрещена, для коренных народностей Горного Алтая ирбис считается священным животным. По преданию, именно снежные барсы охраняют вход в легендарную Шамбалу.
Но для «новых русских» снежный барс - всего лишь самый дорогой и желанный трофей. За шкуру «короля гор» богатые охотники готовы выложить десятки тысяч долларов! Поэтому численность ирбиса постоянно уменьшается из-за браконьерства.
И все меры по его спасению, похоже, тщетны - ведь на браконьерскую охоту вместе с полпредом Президента РФ летел чиновник, который по своей должности обязан был бороться с браконьерством! Виктор Каймин, глава Комитета по охране, использованию и воспроизводству объектов животного мира Республики Алтай, - в числе семерых погибших на этой проклятой охоте...
Охота могла вестись по такой схеме: днем раскладываются туши баранов для привады, оборудуются укрытия. Вертолет улетает, оставив людей, и с наступлением темноты стрелки поджидают барса из засады. Но случилась катастрофа...
Кстати, именно Каймин был одним из соавторов принятой на уровне правительства в 2002 году «Стратегии охраны снежного барса (ирбиса) в России»! «Стратегия...» была одобрена секцией «Сохранение биоразнообразия» Научно-технического Совета МПР России и утверждена руководителем Государственной службы охраны окружающей среды - заместителем Министра природных ресурсов РФ М. Е. Яковенко. В этом документе ирбис обозначен как «находящийся под угрозой исчезновения вид».
- Очень жаль трагически погибших людей, я соболезную их семьям, - заявил профессор Алтайской школы политических исследований Юрий Чернышов. - Мы должны приложить все усилия, чтобы подобные трагедии не повторились. Судя по всему, будет поставлен вопрос о законности существования в регионе такой системы, которая позволяет «ублажать» высокопоставленных гостей за счет истребления редких животных. В эту кампанию уже включились влиятельные международные экологические организации. Они намерены подать заявление в прокуратуру по факту этой трагической охоты, чтобы правоохранительные органы выяснили, насколько она была законной. Правительство приняло пятилетнюю программу по охране федеральных краснокнижников, на осуществление программы выделены огромные деньги. А высокопоставленные федеральные и региональные чиновники позволяют себе совершать преступления, убивая редких животных с вертолетов ради трофеев, чтобы потешить свое самолюбие!
Охота на животных, занесенных в Красную книгу РФ, в соответствии с действующим законодательством, является уголовным преступлением и квалифицируется в соответствии с пунктом «в» части 1 статьи 258 УК РФ. Охота с применением воздушного судна квалифицируется в соответствии с пунктом «б» той же статьи, которая предполагает наказание от штрафа в размере 200 тысяч рублей до ареста на срок до шести месяцев. Эти же деяния, совершенные с использованием своего служебного положения либо группой лиц по предварительному сговору или организованной группой, квалифицируются в соответствии со 2 частью статьи 258, предусматривающей штраф до 300 тысяч рублей либо лишение свободы на срок до двух лет с лишением права занимать определенные должности.

Помолясь о душах погибших в авиакатастрофе, священник с горечью отметил, что на Святках, по древним обычаям, запрещалось охотиться и проливать кровь.
- Есть примета: «С Рождества Хрисова до Крещения нельзя охотиться - беда случится», - говорит батюшка. - А в лес наши предки боялись ходить, потому что считалось, что в эти дни там беснуется нечистая сила. Тем более в исконно шаманских местах, на Горном Алтае. Ведь именно там нашли замороженную алтайскую принцессу-колдунью. А гора, где разбился вертолет, не случайно называется Черной...
